Billy Harkness

Billy Harkness is responsible for digital, security and enterprise risk, programme and planning, and talent and culture.

A career civil servant, Billy worked in various registration departments before becoming head of HR in 2002. He became HR and estates director in 2008 and was appointed to the RoS Board the following year. He became corporate services director in 2014 and, following a restructure in 2017, is currently corporate director. He is a fellow of the Chartered Institute of Personnel and Development and a non-executive member of the Scottish Courts and Tribunals Service People Committee.

Recently, Billy has successfully delivered a major project to maximize value from the organization’s estate and IT, including the move to a modern smart-working office at St Vincent Plaza, Glasgow.
