Paul Mango

Operating Advisor, SEMCAP Health at SEMCAP

Paul Mango is the former Deputy Chief of Staff for Policy at the U.S. Department of Health and Human Services. He was responsible for overseeing the introduction of industry-changing regulations involving transparency and interoperability. He led an effort to rebuild the Strategic National Stockpile, contributed to expanding COVID testing capacity to over 3 million per day, and played a central role in helping to deliver vaccines in record time through Project Operation Warp Speed.

Earlier, Paul was the Chief of Staff at the Center for Medicare and Medicaid Services within the Department of Health and Human Services. While there, he integrated all of the core operating divisions of the agency and introduced strategic planning, talent development, and process redesign programs aimed at making the organization more effective. Paul began his business career at McKinsey & Company, where he became a partner and Global Healthcare Practice Leader. Prior to his business career, Paul served in the United States Army where he was a Field Artillery Officer with the 82nd Airborne Division, as well as the 8th Infantry Division in Germany. Paul is a graduate of West Point, and he also holds an MBA from Harvard University, graduating as a Baker Scholar. Paul has also been very active in funding veterans’ causes over many years, including the production of the documentary "Journey to Normal: Women of War Come Home". He also serves on the board of HM3 Partners Independence Fund, a charitable gift foundation helping veterans, first responders, and young people.
