William Flynn

VP, Programs at SES Government Solutions

William “Bill” Flynn is Vice President, Programs at SES Government Solutions . He is responsible for leading the Program Management Organization, establishing and enforcing SES Government Solutions standards for managing programs to deliver high-quality end-to-end satellite communications services, to meet U.S. Government critical mission requirements. He joined SES Government Solutions following 26 years of service in the Navy, both as a Naval Officer and Civil Servant.

He graduated from the United States Naval Academy in 1982 and entered the Submarine service pipeline. He completed his Division Officer tour on USS SILVERSIDES (SSN-679) and Department Head tours as Navigator / Operations Officer on USS LAFAYETTE (SSBN-616) and Combat Systems Officer on USS GATO (SSN-615). Between sea assignments, he served as Navigation and Naval Operations instructor at the Naval Reserve Officer Training Corps, University of Notre Dame.

In 1993, he was assigned to the Office of Chief of Naval Operations (OPNAV). He served as requirements officer and sponsor for the Global Command and Control System – Maritime (GCCS-M) Afloat. He earned an AFCEA / U.S. Naval Institute Copernicus Award for his efforts to meet the Fleet’s critical command and control system shortfalls. He was also assigned to the Mine Warfare Branch, as the requirements officer and sponsor for organic mine reconnaissance systems. He developed requirements and resource strategies for the Navy’s Unmanned Undersea Vehicles programs.

Following two years as Russian Team Leader within the Office of Naval Intelligence (ONI) Submarine Warfare Operations and Research Branch (SWORD), he was assigned as an international arms control project manager in the Cooperative Threat Reduction directory, Defense Threat Reduction Agency. Upon retirement from Active Duty in 2002, he transitioned to U.S. Navy civil service, in which he was selected as the Technical Measurements Branch Head, Acoustic Intelligence Division within Office of Naval Intelligence. In 2004, he was selected as the Director, SPAWAR Washington Liaison Office, where he served as SPAWAR Headquarter representative for customers and stakeholders in the Washington and Tidewater regions.
