Dr James Fullerton has extensive work experience in the water industry, starting with their role as a Graduate Engineer at Ewan Group plc in 1998. Dr James then pursued a PhD in Computational Engineering at the University of Exeter, focusing on clean and waste water hydraulic modeling and optimization. After completing their PhD, they returned to Ewan Group plc as a Research Assistant before joining the University of Exeter as a Research Assistant and teaching hydraulics to undergraduate students.

In 2005, Dr Fullerton rejoined Ewan Group plc as an Engineer and later took on the role of Engineer/Project Manager. In 2006, they transitioned to a role at South West Water, initially as a Wastewater Engineer where they managed wastewater engineering projects and led a team. Dr James subsequently moved to the position of Senior Engineer (Water), where they were responsible for technical delivery and project management of clean and waste water projects. Dr Fullerton continued their career progression within South West Water, taking on roles such as Service Delivery Manager, Technical Delivery Manager, and Divisional Manager in the Water Consulting division. Dr James was accountable for various client projects, financial management, and team leadership.

In 2018, Dr Fullerton joined WSP in the UK as an Associate Director, overseeing water engineering consultancy support in the South West region. Dr James'sresponsibilities included commercial delivery, operational management, and leading a team of staff. Dr James was later promoted to Divisional Manager, responsible for business delivery to water companies and related clients in the South West Region.

Since 2019, Dr Fullerton has been with South West Water as Head of Delivery, Head of Programme Development, and currently holds a Senior Manager position. In these roles, they have been instrumental in the development and delivery of significant capital investments to improve the company's assets and benefit customers.

Dr James Fullerton's education history began in 1987 when they started their high school education at Beacon Community College in Crowborough. Dr James completed their high school education in 1994, specializing in Mathematics, Physics, and Geography.

Building on their Master's Degree, Dr Fullerton then went on to obtain a Doctor of Philosophy (Ph.D.) in Computational Engineering from the University of Exeter. Dr James completed their Ph.D. studies from 1999 to 2005.

In addition to their academic qualifications, Dr Fullerton also holds several certifications. In September 2015, they obtained the Certified Project Management Associate IPMA Level D certification from the Association for Project Management. In the same month, they also achieved The APM Project Management Qualification from the same institution. Furthermore, in November 2011, they successfully obtained the IOSH Managing Safely certification from the Institution of Occupational Safety and Health.
