Qualification and Requirements:

  • Degree or Diploma in Health and Safety or Environmental Studies or Occupational Health and Safety or relevant field.

  • Has certified qualification of NEBOSH and offshore qualification.

  • Minimum five (5) years of working experience as HSE Officer or relevant position, within oil and gas or construction industry.

  • Ability to effectively communicate within the organisation and with external Clients/Customers. Strong communication skills at all levels both written and verbal.

  • Ability to work on own initiative; self-motivated, willingness to learn and adapt.

  • Has good analysing and problem solving skills.

  • Has good leadership and organizational skills.

  • Excel in using MS Office – Word, Excel, PowerPoint and Outlook.

Training and Capabilities:

  • NEBOSH Certified.

  • Supervising for Safety (SFS).

  • Worksite Hazard Management (WHM).

  • Incident Investigation Techniques/Skills.

  • Relevant Offshore Certifications.

Roles and Responsibilities:

  • Perform day to day coordination, implementation and monitoring of all HSE activities in support to manage all operations and activities (including for Contracts/Projects) not limited to the allocation of resources and ensuring safe working practices are applied and in place.

  • Prepare, implement and monitor Corporate and/or Contract/Project HSE Plan Matrix.

  • Ensure proper storage and maintenance (and filing) of all QHSE documentation and records in hard and soft copy filing.

  • Assist to communicate HSE information within the organisation and to implement local or corporate HSE initiatives.

  • Prepare minutes of meetings (MOMs) for any HSE related meetings (internal and external).

  • Lead regular site visits and inspections (including building maintenance, PPE inspection and staff house inspection) and emergency drills exercise, on and offshore (if required) and provide additional HSE cover if required.

  • Participate/facilitate in investigations of any accidents, incidents, dangerous occurrences, near misses, loss of containment etc.

  • Follow up and monitor the implementation of correction and preventive actions resulting from site inspections, audits and reviews.

  • Participate/facilitate in monthly HSE meetings, HSE awareness trainings, and other site HSE meetings (e.g. toolbox talks, safety time outs etc.).

  • Participate in QHSE audits and reviews as and when required.

  • Perform review on all permit to work (PTW) applications raised.

  • Develop safety alerts, bulletins and any other forms of promotion of lateral learning within TENDRILL and the industry.

  • Develop, support and monitor task risk assessments (HIP/JHA/JSA/HAZID, HRA etc.), HSE training arrangements/packages, MOCs, vehicle booking arrangement, standard operating procedures and HSE improvement plans.

  • Monitor the certification validity and participate in/ conduct preventive maintenance of safety critical equipment (e.g. PPE, fire extinguisher, first aid kit).

  • Provide input of HSE related information to pre-qualifications/EOIs and tenders as and when required.

  • Participate in Client related meetings e.g. HSE Network Meeting as and when required.

  • Carry out any other duties as assigned by QHSE & Compliance Lead (including review of reports issued by HSE Assistant).
