Eulynn Shiu has a diverse work experience in the research and evaluation field. Eulynn started their career as a Research Assistant at the Chicago Humanities Festival in 2001. Eulynn then worked as a Research Associate at the Pew Research Center in 2003.

In 2005, they joined Americans for the Arts as a Research and Evaluation Manager where they oversaw survey research initiatives and supervised a team. Eulynn exceeded annual revenue goals during their tenure.

In 2010, they joined the U.S. Department of State as a Senior Evaluation Officer, responsible for evaluating international exchange programs. Eulynn was later promoted to Deputy Director, where they managed personnel, conducted evaluations of public diplomacy programs, and collaborated with the public diplomacy community.

Eulynn also worked as a Transatlantic Fellow at the Robert Bosch Stiftung in 2009, engaging with leaders to discuss socioeconomic issues, and completed professional assignments in cultural affairs. Since 2019, Eulynn has been working as the Director of Research at the United States Agency for Global Media.

Eulynn Shiu obtained a Bachelor of Science in Communications Studies and International Studies from Northwestern University from 1998 to 2002. Later, they pursued a Master of Public Policy with a focus on Communication Policy and Cultural Development at Georgetown University from 2003 to 2005. Eulynn also holds a certification as a Contracting Officer's Representative from the U.S. Department of State. The exact month and year of obtaining this certification are not specified.
