Rachel Phillips

Business Transformation Lead at UCare

Rachel Phillips has a varied career in the healthcare and social services field. Rachel started working as a HUD Service Coordinator for Lutheran Social Services of WI & Upper MI from 2009 to 2012. Rachel then moved on to the Metropolitan Area Agency on Aging where they worked as a Medicare & Resource Specialist from 2012 to 2015. Following that, Rachel joined the Minnesota Department of Human Services as a Senior LinkAge Line Training Coordinator and later as an Operations Analyst from 2015 to 2018. Rachel'smost recent role was at UCare, where they worked as a Federal Government Relations Specialist from 2018 to 2019, and then as a Business Transformation Lead from 2019 to the present. Throughout their career, Rachel has been involved in a range of tasks such as policy development, stakeholder management, and communication planning.

Rachel Phillips received a Bachelor's Degree in Psychology from the University of Minnesota in 2008. Prior to that, they studied Spanish Language and Literature at the Instituto de Cultura y Lengua Costarricense from 2002 to 2003. Rachel completed their high school education at DeLaSalle High School from 1995 to 1999. Additionally, they have a certification in Aging and Disabilities from Boston University.
