Lonnie Kishiyama

Director, Office of International Activities at United States Merchant Marine Academy

As the Director of the Office of International Activities, Mr. Kishiyama is responsible for the Maritime Administration’s participation in international activities concerned with marine transportation. His office routinely works with foreign economic and political entities in facilitating decisions that may affect United States marine transportation interests, including multilateral and bilateral activities. In conjunction with the United States Trade Representative and other government agencies, his office also frequently partners with the U.S. teams negotiating Free Trade Agreements with other countries.

Mr. Kishiyama previously served as the Acting Director and Deputy Director of the Office of Policy and Plans at the Maritime Administration. He is a retired Coast Guard officer with over twenty-five years of transportation, international, legal, and maritime experience. Before joining the Maritime Administration in early 2012, Mr. Kishiyama served at the Transportation Security Administration’s Office of Global Strategies as the Senior Liaison for the Department of State and Lead for the Multilateral Engagement Team. Prior to that, he was an Attorney-Advisor for the United States Coast Guard, where he also completed a three-year detail at the Department of Homeland Security’s Office of the General Counsel. At the DHS Office of the General Counsel, he specialized in international and enforcement issues, including maritime matters, transportation security, national security, and international agreements. Mr. Kishiyama also served at several Coast Guard Marine Safety Offices as well as the Chief of the Investigations and Intelligence Division.

Mr. Kishiyama holds a Bachelor of Science degree in Administration of Justice from Portland State University and received his Juris Doctorate from the University of Maryland School of Law. His personal military awards include three Coast Guard Commendation Medals, one Coast Guard Achievement Medal, two Commandant’s Letter of Commendation awards, and five Coast Guard Team Awards. He has also received the Federal Asian Pacific American Meritorious Service Award, Federal Employee of the Year Award, Coast Guardsman of the Year Award, and the Elks Club Serviceman of the Year Award.
