Senior Advisor to the Director, Office of the Director at U.S. Office of Personnel Management

Jonathan Foley is a Senior Advisor to the Director at the Office of Personnel Management (OPM). Immediately prior to his current appointment, Jon was co-founder and leader of a consulting firm, where he leveraged his experience in health policy development, health systems management, and performance management to assist public and private sector clients. From 2009 until 2017, Jon served as a senior executive in the Obama Administration at OPM advising the OPM Director and senior leaders on matters relating to the Federal Employees Health Benefits (FEHB) program and the Affordable Care Act. During that time, Jon also served as OPM’s Performance Improvement Officer, where he guided the development and implementation of the agency’s strategic plan, conducted more than 20 program performance reviews, and improved the agency’s data analysis and reporting capabilities.

Jon’s prior public service roles include senior management positions at the New Zealand Ministry of Health and the Maryland Department of Health and Mental Hygiene. He began his professional career as a program manager at a community health center in southwestern West Virginia. Jon earned his bachelor’s degree from Colgate University and his master’s degree in public administration from Syracuse University’s Maxwell School of Citizenship and Public Affairs.
