Francis L. has a diverse work experience spanning various industries and roles. In 1991, they began their career in the US Navy as a Hospital Corpsman and later transitioned into roles such as Project Manager, Supervisor, and Chief Petty Officer, overseeing law enforcement, physical security, and anti-terrorism operations. In 2012, they worked as a Part-Time Adjunct Professor at Central Texas College, teaching Criminal Justice courses. Francis then joined the State of Delaware as a Court Security Officer II, enforcing safety and security measures in courtrooms and facilities. In 2018, they joined Vireo Health, Inc. as the Deputy Chief Security Officer - MD, responsible for maintaining safety programs, managing transportation and logistics, and overseeing personnel records. Most recently, they worked at Agiliti Health as a Hospital Operations Manager, where they managed an Asset360 program, handled human resource functions, and maintained records.
Francis L. obtained a Bachelor's degree in Criminal Justice/Law Enforcement Administration from Kaplan University, which they attended from 2002 to 2006. Prior to that, they received their high school diploma from Sussex Central High School in 1989. In 1990, they briefly attended Delaware Technical and Community College-Owens for Criminal Justice/Law Enforcement Administration but did not earn a degree. Later, Francis pursued a Master's of Science in Human Resources Management from Trident University International, which they completed from 2013 to 2017.
In terms of certifications, Francis obtained various credentials related to security and law enforcement. These include certifications in the usage of M16 Series Rifle (5.56 MM), M500 (12GA Shotgun), and M9 Pistol from the U.S. Navy Center For Security Forces in 2010. Francis also obtained certifications in Sensitive Security Information from the American College of Forensic Examiners Institute, National Crime Information Computer/FCIC from the Florida Department of Law Enforcement, Expandable Police Baton and Oleoresin Capsicum Spray from the Center for Security Forces, Emergency Vehicle Operator Course in 2009, and Certified Anti-Terrorism Specialist, Certified in Homeland Security levels 1 to 5 from the American College of Forensic Examiners Institute in 2008.
