James Bailey

James Bailey serves as the Cabinet Secretary for the West Virginia Department of Commerce since August 2021, previously holding the positions of Deputy Secretary and General Counsel. Prior experience includes serving as Counsel to the President of the West Virginia Senate from January 2019 to August 2021 and as Senior Counsel for Policy and Legislation in the Office of the Governor of West Virginia from November 2017 to January 2019. Earlier roles consist of Committee Counsel for the West Virginia Senate and Assistant Prosecuting Attorney at the Kanawha County Prosecuting Attorney's Office. James Bailey's academic background includes a Doctor of Law (J.D.) from West Virginia University and a Bachelor of Science in Journalism with a focus on Public Relations from the same institution.
