Stephen Backman is a seasoned education professional with extensive experience in managing and directing large-scale USAID projects focused on improving educational outcomes in multiple countries, including Uganda, Tanzania, and Ethiopia. Currently serving as Chief of Party for the USAID Uganda Targeting the Learning Crisis (TLC) project at World Education since October 2024, Stephen has previously held key leadership roles such as Project Director for the USAID Improving Outcomes for Asia (ILOA) at RTI International and multiple Chief of Party positions for various USAID initiatives. With a PhD in Education from Michigan State University and a BA in Anthropology from Brigham Young University, Stephen has developed a strong expertise in program management, curriculum development, and inclusive education policies.
