Dwayne Norris

EVP & Chief People Officer at American Institutes for Research

Dwayne Norris is an executive vice president and the chief people officer at AIR, where he leads strategy and execution to develop, support, and grow AIR’s people and workforce. Dr. Norris contributes extensively to additional efforts at AIR, including organizational strategy and operations, financial stewardship, visibility, growth of the organization, risk mitigation, diversity, equity, and inclusion. In his 25 years at AIR, he has served in numerous roles, including as an individual contributor, portfolio lead, program director, and chief human resource officer.

Dr. Norris has more than 28 years of experience working with government and commercial clients to design, develop, implement, or evaluate human performance systems, particularly those focused on the job and organizational performance. His specific areas of expertise include job analysis and competency modeling, assessment, talent management, and organizational and workforce development. Dr. Norris regularly serves in a technical role across many AIR projects, providing guidance on design and development, as well as reviewing and overseeing quality control.

Throughout his career, Dr. Norris has studied a wide variety of jobs and developed workforce solutions for numerous federal agencies, associations, and private organizations, such as the Department of State, the Federal Aviation Administration, the College Board, Detroit Edison, and the Society for Human Resource Management. As a member of the Board of Examiners at the Department of State, Dr. Norris has provided expert oversight to the selection process for foreign service officers.
