Kathleen Palma

VP, Global Trade Controls, Government Operations at Boeing

Kathleen Palma is the vice president of Boeing Global Trade Controls (GTC) where she leads the organization responsible for global import and export compliance for Boeing. Based in Arlington, VA, Kathleen is responsible for ensuring compliance to U.S. and non-U.S. regulatory requirements in partnership with the business units. Her team enables global growth by providing expert advice to address key business objectives.

Prior to joining Boeing, Kathleen led international trade compliance for General Electric (GE), including GE Aviation, a major producer of large and small jet engines for commercial and military aircraft. Before her career with GE, she was an associate in the International Trade Practice of Dewey Ballantine LLP.

Kathleen previously served as the Vice Chair of the President’s Export Council Subcommittee on Export Administration (PECSEA), and as a member of the U.S. Department of Commerce’s Regulations & Procedures Technical Advisory Committee (RPTAC). She also chaired the Aerospace Industries Association (AIA) Export Controls sub-committee.

Kathleen graduated from the University of Chicago Law School, where she also served as an editor of the University of Chicago Law Review. She graduated magna cum laude from Georgetown University, School of Foreign Service.
