Uğur Tevfik Doğan was born in 1954. After graduating from Ankara University Faculty of Law, he completed his master's degree in International Economic Relations in France. He started his career in 1980 as an Assistant Specialist at the State Planning Organization, then worked as the Head of the Investment Projects Evaluation Group and later as the Deputy Permanent Representative of the Permanent Representative of Turkey to the European Union in Brussels. Between 1990-1992 Petrol Ofisi A.Ş. After continuing his duties as Chairman of the Board of Directors and General Manager, he became the Prime Minister's Advisor in 1992. Between 1992-1996, Doğan Holding A.Ş., Ray Sigorta A.Ş., Milpa, Kanal D, Tekstilbank, Güriş Holding, Parsan A.Ş. and Merkez Sigorta companies, Chairman of the Board, Member of the Board of Directors, He assumed responsibility as the General Manager and Member of the Executive Board. He was appointed as the Undersecretary of the Ministry of Energy and Natural Resources between 1996-1997, and continued his duties as the Head of the Electricity Energy Fund and the Mining Fund. He served as CEO and Member of the Board of Directors at Petrolcülük, Park Holding, Park Energy Holding, Eti Soda, Güney Ege Energy Enterprises, Havaş Airports Ground Handling, Çelebi Holding, Nurol Holding, Nurol İnşaat, Tümad Madencilik and Göksu Elektrik companies.
