Patrick Warren

Patrick Warren was appointed Chief Safety Officer at the MTA in 2018. He oversees the implementation of all-agency safety management policies.

Before joining the MTA, Warren worked for the U.S. Department of Transportation (DOT) at the Federal Railroad Administration (FRA), where he was the Deputy Associate Administrator for the Office of Railroad Safety, and then the agency’s Executive Director. He was responsible for issues including the implementation of positive train control (PTC) safety systems, strategies for reduction of accidents involving crude oil and ethanol trains, and the development of new standards for passenger railcars.

Warren has also served as Deputy Director of Airport Planning and Programming at the Federal Aviation Administration (FAA). At both DOT agencies he led national operations to support transportation development, as well as safety.

Before joining the DOT, Warren served in the United States Army as a Commander and Senior Administrator for organizations dedicated to emergency response, safety compliance, security, and defense.

Warren received a bachelor’s degree in engineering from the U.S. Military Academy at West Point, a master’s degree in computer science from the Naval Postgraduate School, and a master’s degree in national strategic studies from the U.S. Army War College. He also served as a Federal Executive Fellow with the Brookings Institution.
