Matthew Heine

Matthew Heine has a diverse range of work experience, spanning over two decades. Matthew started their career at zen in 1998 as a Software Configuration Manager, where they migrated source code and software change request systems. Matthew also developed procedures and templates for all phases of the Systems Development Lifecycle.

In 2006, Heine joined SI International as the Director of Information Technology Services. Matthew updated processes and procedures for change and release management, resulting in a reduction in re-work. Matthew also evaluated and selected data modeling tools and maintained data models and a data dictionary.

From 2007 to 2011, Heine worked at The Ambit Group, first as the Director of Content Management & Platforms, where they managed SharePoint projects and provided technical guidance to stakeholders. Later, they served as the Deputy Program Manager for Data, Web, and Platforms, managing a team responsible for performance-based bonuses and infrastructure projects.

In 2017, Heine joined VMD Corp as the Enterprise Architecture Manager. Matthew led a team in defining system architectures for the Federal Communications Commission (FCC), including a cloud migration plan and API standardization. Matthew also resolved OMB A-130 findings.

In 2019, Heine joined Applied Insight, LLC as a Senior Business Transformation Architect. Matthew worked on defining FCC's systems and technical architectures and was involved in business transformation projects.

Currently, Heine is employed at Stormlight LLC as the owner. In March 2023, they will begin working at TechSur Solutions as a Project Manager.

Matthew Heine holds a Bachelor's degree from La Salle University, which they obtained between the years 1990 and 1994. In addition to their degree, they have obtained several certifications throughout their career. These certifications include being a Project Management Professional (PMP) from the Project Management Institute, which they obtained in July 2009. Matthew also holds a Certified Internal Auditor (CIA) certification from Perot Systems Government Services, obtained in September 2003. Furthermore, Matthew Heine is a certified ScrumMaster (CSM) from the Scrum Alliance, achieved in February 2019. Additionally, they have an ITIL Foundation Level certification from Pink Elephant, which they obtained in May 2005. Most recently, Matthew Heine earned a PMI Agile Certified Practitioner (PMI-ACP) certification from the Project Management Institute in April 2019.
