Scarlet Harper has over two decades of expertise in compliance, operational risk, and fraud management, currently serving as the Director of Enterprise Compliance and Operational Risk Testing at USAA since December 2019. Previous roles include Fraud Operations Manager at Goldman Sachs, where leadership of the Card Fraud Team ensured compliance and safeguarded customer assets during the Apple Card launch, and Senior Manager of Fraud Investigations at Capital One, directing efforts to detect suspicious activities among over one million customers. Harper’s extensive background includes management positions at Texas Capital Bank, where contributions included enhancing the BSA Audit Program and overseeing compliance-related technology solutions, and a foundational role in fraud management at American National Bank of Texas. Educational accomplishments include an MBA in Economic Crimes & Fraud Management from Utica University and a BBA in Accounting from East Texas A&M University.
