David Harrell

David Harrell, PE, CEM, MBA has had a diverse and extensive career in engineering and project management. David began their career in the United States Air Force, serving as a Sergeant E-5 Defensive Aerial Gunner from 1985 to 1989. After leaving the military, Harrell worked as a Mechanical Engineer Project Manager for Andrews Air Force Base civil engineering office. In this role, they were responsible for design, code review, construction review, cost estimation, and contracting assistance.

Harrell then transitioned to the private sector, working as a Research/Energy Engineer for the NAHB Research Center. During their time there, they provided engineering support for technological developments in the housing industry and conducted studies on the applications of fuel cells in residential construction. David also developed and input project documentation for the renovation of military family housing units.

From 2002 to 2003, Harrell worked as a Mechanical Engineer for Sebesta Blomberg and Associates, where they provided design services and modeling for chilled water applications. David utilized software such as AutoCAD and Trane Trace for design selections, layouts, and sizing.

In 2003, Harrell joined Fairfax County Public Schools as a Mechanical Engineer, where they provided owner representation and oversight for plumbing, HVAC, building automation, and fire protection construction projects. David also reviewed and evaluated contractor submittals and developed practical solutions for construction problems.

From 2006 to 2011, Harrell worked for Washington Gas Energy Systems as a Senior Project Manager and Development Engineer. In this role, they led the planning and execution efforts for delivering energy efficiency, energy management, and green building applications to clients. David also conducted energy engineering analyses, wrote reports, and participated in the development and implementation of LEED projects.

Harrell then joined EMO Energy Solutions in 2011 as a Senior Project Manager, where they provided energy efficiency and sustainable design consulting services for various sectors, including residential, commercial, institutional, government, and industrial buildings. David'sresponsibilities included conducting energy audits, energy modeling, LEED consulting, and LEED commissioning.

In 2012, Harrell joined Johnson Controls as an Energy Solutions Development Engineer III. In this leadership role, they led the development team and achieved department and project objectives on large, complex, high-risk projects. David performed high-level analysis on technical and financial elements and focused on bundled programs.

Most recently, Harrell has been working at Bureau Veritas Group since 2015 as a Lead Project Manager. David'sresponsibilities include performing technical reviews, facility condition assessments, and other related services in real estate life cycle and capital planning. David conducts on-site inspections, prepares written reports, and enters information into the capital planning database. David also reviews repair/improvement costs and various documents related to property ownership and maintenance.

David Harrell, PE, CEM, MBA obtained their Bachelor of Science degree in Mechanical Engineering from the University of South Carolina in 1996. David later pursued a Master's degree in Engineering Management from the University of Maryland, completing it in 2000. In 2015, they earned a Master of Business Administration (MBA) degree specializing in Finance from Drexel University. Additionally, they obtained the Certified Energy Manager (CEM) certification from the Association of Energy Engineers in July 2006 and became a Professional Engineer through the National Society of Professional Engineers in January 2003.
