Vitor Hugo Kaczmarkiewicz dos Santos arrives at the City Council of Rio de Janeiro to exercise his first parliamentary term as leader of the MDB (Brazilian Democratic Movement).

His life is intrinsically linked to the history of the city of Rio de Janeiro. In 1920, his great-grandfather Leonard Kaczmarkiewicz came to Brazil fleeing the horrors of the First World War. He bought small pieces of land in Serra da Misericordia, today known as Complexo do Alemão. Leonard was Polish, and due to his European appearance, he became known in the region as the “German” due to the whiteness of his skin, which gave the name of that region of Morro do Alemão.

Vitor Hugo knows very well the reality of the people of Rio de Janeiro and their primary needs. He has always studied in public schools, and is guided by ethics and respect for human dignity. He is 46 years old, married, and parents of two children, Flamengo and Imperatriz Leopoldinense in love.

He was an adviser to the Guanabara Bay Committee, which fights tirelessly for its depollution. Vice-president of the National Association of Municipal Environment Bodies. In Brasilia, he was a Counselor of CONAMA (National Council for the Environment) and for three years he created, revised and proposed several federal resolutions, many of them for the City of Rio de Janeiro.

He is currently the State President of the Socio-Environmental MDB of Rio de Janeiro. In 2017 he became Undersecretary for the Environment of the municipality of Duque de Caxias, a role he held until April 2020 when he took leave to run for a seat in the municipal parliament of the City of Rio.
