Phil Foil has a diverse work experience over the years. Phil started their career at ADP in 1993 as a Client Services Manager and worked there until 2002. Phil then became the President of Right Message Inc in 2002. In 2003, they joined the Georgia Department of Community Affairs as a Deputy Commissioner and held this role until 2009. From 2009 to 2010, Phil served as the Executive Director and CEO of the Georgia Environmental Finance Authority. Later, they returned to the Georgia Department of Community Affairs as the Deputy Commissioner from 2010 to 2012. Finally, they became the Chief Operating Officer of the same organization in 2012, and it is unclear when they left this role.

Phil Foil attended the Georgia Leadership Institute in 2006 but did not complete a degree or field of study. From 1985 to 1990, they studied Economics at the University of Georgia - Terry College of Business where they earned a Bachelor of Business Administration (BBA) degree.
