Eli Lozano has extensive experience in the healthcare and medical field, primarily within the United States Army. Eli has held various leadership positions, starting in 2012 as a Healthcare Administration Resident at Tripler Army Medical Center. From 2013 to 2014, they served as an Executive Officer for the U.S. Army Pacific Regional Medical Command and Tripler Army Medical Center, overseeing primary, specialty, and tertiary level care for over 470,000 beneficiaries in the Pacific theater. Eli then became an Executive Officer for the U.S. Army Regional Health Command - Pacific from 2014 to 2016, managing healthcare delivery to over 600,000 beneficiaries in 10 countries and 4 states.

Following this, Lozano served as the Health Services Administration Deputy Consultant to the Army Surgeon General from 2009 to 2017, providing representation and advice to the Chief of the U.S. Army Medical Department. From 2016 to 2018, they were the Commanding Officer of Rodriguez Army Health Clinic, the only military medical treatment facility in the Caribbean and U.S. Virgin Islands, responsible for delivering healthcare to over 15,000 personnel and beneficiaries.

In 2019, Lozano became the Deputy Commander for Administration at Martin Army Community Hospital, overseeing various medical facilities and clinics. From 2020 to 2022, they served as the Commanding Officer for the U.S. Army Medical Activity - Alaska, providing healthcare to approximately 30,000 beneficiaries and overseeing a 21-bed hospital and three primary care clinics.

In 2022, Lozano became the Chief of Staff for the U.S. Army Medical Center of Excellence (MEDCoE), a major training and education center for medical professionals. Currently, they serve as the Commanding Officer and Chief Executive Officer of the Walter Reed Army Institute of Research (WRAIR), the largest Department of Defense biomedical research enterprise, overseeing operations, research, training, and technology to ensure medical readiness.

Eli Lozano's education history includes earning a Bachelor of Science (BS) degree in Environmental Engineering Concentration from the United States Military Academy at West Point in the years 1996 to 2000. In 2010 to 2011, they attended the U.S. Army Command and General Staff College for Intermediate Level Education. Eli then pursued a Master of Healthcare Administration degree from Baylor University from 2011 to 2012. In 2014, Eli participated in the Chief of Staff of the Army Strategic Studies Fellows Program at the University of North Carolina at Chapel Hill. Lastly, from 2018 to 2019, they obtained a Master's degree focusing on Strategic Studies from the USAF Air War College.
