Casey Rapnicki is currently the Principal Cloud Engineer at [Bixal](/org/bixal). Casey has been in this role since September 2020. Prior to this, Casey was the Cloud Infrastructure Lead at [Bixal](/org/bixal) from September 2020 to September 2022. From May 2018 to July 2020, they were a Site Reliability Engineer at IronNet Cybersecurity. Casey Rapnicki has also worked as a Senior Systems Engineer at [IT Coalition](/org/it-coalition) from June 2014 to May 2018 and as a Windows/Linux System Administrator at The Kingsbury Center from February 2011 to June 2014. Their first job was as a PC Renewal Technician at Ford Motor Company from November 2005 to June 2007. Casey then became a Project Implementation Technician at Borders from April 2008 to November 2008.

Annie Schwartz is the Director of Monitoring, Evaluation & Learning at [Bixal](/org/bixal). Annie has dedicated their career to improving public health systems and has a wealth of experience in strategy development, data quality assessment, and capacity building. 

Annie began their career as a Consultant for the American Refugee Committee, before becoming the Manager of Monitoring and Evaluation for the District of Columbia Department of Health's HIV/AIDS, STD, TB and Hepatitis Program. In this role, they were responsible for overseeing program evaluation and data analysis to inform programmatic decision-making. 

In September 2014, Annie joined The Global Fund as a Senior Monitoring & Evaluation Advisor. In this role, they led efforts to develop strategy and tools to assess program and data quality within the 140 countries funded by Global Fund. Annie also served on the Global Fund committee to assess and mitigate risk in the organization related to program and data quality. Additionally, they coordinated efforts to implement and improve national health information systems, including coordinating technical assistance and building the capacity to use the systems effectively. During their time at The Global Fund, Annie also collaborated with the [World Health Organization](/org/world-health-organization) to develop a standard suite of data quality and health facility assessment tools. 

In January 2017, Annie joined [Peace Corps](/org/peace-corps) as a Supervisory Public Health Analyst. In this role, they were responsible for providing technical assistance to [Peace Corps](/org/peace-corps) country offices on monitoring and evaluation system strengthening. Annie also oversaw the development and implementation of new data collection tools and processes.

Campbell Miller is the current Director of Proposal Development at [Bixal](/org/bixal). Prior to this, they served as Senior Proposal Manager at both STG Inc and [Noblis](/org/noblis-inc). They began their career in the industry as a Proposal Coordinator at TASC, Inc., before being promoted to Security and Marketing Assistant. In this role, they were responsible for compelling solution-oriented content development including win themes, executive summaries, features and benefits, technical/management approach graphic concepts, performance/personnel proof points and section writing for proposals ranging from 5M to 500M. They also managed the full proposal lifecycle, from initial RFP shredding and storyboard development to teaming, staffing, pricing solution development, writing development, editing, desktop publishing and production.

Campbell Miller works with Anne Speca - Program Technical Director, Rick Burchfield - Marketing and Communications Manager, and Kayleigh Watters - Talent Acquisition Lead. Campbell Miller reports to Carla Briceno, CEO & Co-founder.

Campbell Miller

At Bixal, Anna coordinates with the digital transformation team to drive strategy within the data and analytics practice area. She ensures the team is leveraging leading technologies and engaging in impactful data analytics work.

Residing in Greensboro, North Carolina, Anna has spent the last 15 years managing teams of data scientists, data engineers, front-end developers and user interface (UI)/user experience (UX) designers to create intuitive analytics fueled by statistical algorithms. Her teams identify relationships and trends and translate them into actionable insights for government and community stakeholders across the country. Anna holds a bachelor’s in sociology from Wake Forest University and a master’s in applied geography from the University of North Carolina Greensboro. In her free time, she enjoys camping, knitting, sewing and finding new craft breweries.

Anna Tapp

Angelina currently works on our Small Business Administration (SBA) team, updating information on the SBA.gov website and providing web assistance to the site’s staff. She also works on the Housing of Urban Development (HUD) team ensuring the Housing Counselors Training Study Guides are remediated to meet Section 508 standards.

Angelina attended California State University, Long Beach, not far from her hometown of Lake Forest, California, where she graduated with a B.S. in physiology. Before coming to work at [Bixal](/org/bixal), she was an account manager at an activewear brand, handling hundreds of wholesale accounts, creating email campaigns and representing the brand at regional shows. When she’s not working, Angelina is passionate about the Breast Cancer Research Foundation and enjoys cooking, baking, crochet and listening to alternative rock/indie music. She also loves hiking, camping and being outdoors in nature.

Brittany is currently supporting [Bixal](/org/bixal)’s international team as the operation manager of the United States Agency for International Development (USAID) Designing Effective eVidence-Based Engagement and Learning for Organizational Performance (DEVELOP) project and as a cost and pricing specialist for [Bixal](/org/bixal)’s business development team. 

Originally from Palm Coast, Florida, Brittany relocated to the D.C. area to attend The George Washington University, where she received a bachelor’s degree in philosophy with a minor in religion. Prior to joining the [Bixal](/org/bixal) team, she worked as a program manager at an international development consulting firm, providing support to USAID-funded programs focused on agriculture and food security, gender equality and social inclusion, and education across the continents of Africa and South Asia. Brittany Eggum

Amrit is a knowledge management and learning specialist working under the [U.S. Agency for International Development](/org/u-s-agency-for-international-development)’s (USAID’s) Designing Effective eVidence-Based Engagement and Learning for Organizational Performance (DEVELOP) project to improve sharing, learning and collaboration among USAID-funded education implementers, partners and stakeholders.

Amrit holds a master’s degree in anthropology from Tribhuvan University in Nepal, where he was born and raised. Prior to joining the [Bixal](/org/bixal) team, he worked in communications and knowledge management with a variety of international development organizations, including the [United Nations Population Fund](/org/united-nations-population-fund-unfpa). Outside of work, Amrit enjoys reading, cooking, traveling, spending time with friends and family and listening to classical music.

Amrit Bhandari

Carla is focused on identifying opportunities to use digital communications and technology to achieve communications goals and transform lives.

Passionate about using best practices in digital communications and innovative open source web technologies, she works with the [Bixal](/org/bixal) team to craft culturally relevant communication strategies to engage and connect with the public and hard-to-reach communities.

Her diverse career path includes working in rural Guatemala as a health-nutrition extensionist, directing a nonprofit program for recent Latino immigrants in Southern California, supporting business development activities for small farmers in Latin America, developing websites and software using Java and .NET, and developing online communications and technology strategies for the Hispanic market.

Carla Briceno

Meg is a certified Project Management Professional (PMP) with more than eight years of specialized marketing experience. Her unique blend of experience in digital channels—including website design, search engine optimization, pay-per-click advertising, and email marketing—allows her to confidently support the relationship between [Bixal](/org/bixal) and clients. Meg began her career in the nonprofit sector and enjoys her continued work with businesses in the public sector. As part of the [Bixal](/org/bixal) project management team, Meg brings a passion for unique digital content creation, strong organizational skills, and astute attention to detail. She is a strong planner, excellent at project execution, and confident with leading projects from start to finish.

As [Bixal](/org/bixal)’s chief financial officer, Jennifer brings to [Bixal](/org/bixal) more than 25 years of experience in business management. With a proven dedication to implementing sound business practices, and building strong customer relationships, Jennifer has in-depth knowledge of federal government contracting including proposal pricing, contract and subcontract negotiation and administration, human resources, and recruiting, as well as deep knowledge of GSA schedules, DCAA compliance, and FAR.

Jennifer Wynn

Amy Leadem is a senior software designer at [Bixal](/org/bixal). Prior to their current position, they worked as a front-end web development lead at [Raytheon Technologies](/org/raytheon-technologies) from January 2020 to November 2021. As the lead front-end developer, they were responsible for designing, developing and maintaining multiple design systems across the company’s internal and external web platforms.

Her key achievement was leading the UX/UI analysis of the large intranet presence as part of the redesign of our intranet system. This involved developing user personas, conducting user interviews, and performing an audit of existing UI elements. Amy made recommendations for a library of common UI elements, page types, and design patterns. Amy also developed a system of performant and accessible HTML, CSS, and JS for an entirely new component library. The result was a streamlined system that made page design and development much easier, faster, and more consistent than it had ever been before.

Bob leads [Bixal](/org/bixal)'s digital transformation practice areas, working collaboratively with public sector agencies on improving organizational effectiveness and optimizing customer experiences through the strategic use of digital media and technologies.

Before joining [Bixal](/org/bixal), Bob led a wide range of digital transformation and enterprise modernization projects, applying human-centered design and digital strategies to improve the federal government’s effectiveness at delivering citizen services, supporting small business growth and strengthening the competitiveness of U.S. businesses overseas. He also founded and ran a business manufacturing and retailing artisanal personal care products which he eventually sold after a successful 10-year run.

Originally from Traverse City, Michigan, Bob earned both his bachelor’s degree in economics and a master’s in information and library studies at the University of Michigan. Outside of work, he enjoys a bucolic, dog dad life in Frederick County, Maryland, exploring a broad range of interests, including history, psychology, travel, mindfulness and meditation, craft beer and Mediterranean cooking.

Joselo is a big picture thinker and has served as an advisor to government agencies in the United States and Latin America, multilateral organizations, and corporations in the planning and execution of successful digital communications and technology strategies. Prior to co-founding [Bixal](/org/bixal), Joselo served on a team that oversaw the implementation of a multiphase, $5 million project to revamp the [Inter-American Development Bank](/org/inter-american-development-bank)’s (IDB’s) corporate web presence. Before joining the IDB, Joselo worked for ZonaFinanciera, a joint venture between Citibank and the Washington Post, where he coordinated the development of web-based solutions for financial institutions.

Maricarmen has more than 15 years of experience managing nonprofit and government projects and overseeing complex, multi-year programs. At [Bixal](/org/bixal), she leads the international business development portfolio, applying her diverse background in learning, training, and international development with experience in Agile methodologies to design and deliver communications and technology solutions for government initiatives. Prior to [Bixal](/org/bixal), Maricarmen worked in the nonprofit sector, initially supporting homebuyers and their families on the journey to homeownership at Atlanta Habitat for Humanity and later providing instruction as a certified financial education specialist at CredAbility (now [Money Management International](/org/money-management-international)).

Maricarmen earned a BA at Emory University, and she is a certified Project Management Professional (PMP) and Advanced Certified Scrum Master (A-CSM). She served as a Rural Community Development volunteer in the [Peace Corps](/org/peace-corps) in Costa Rica and is currently the Chair of the Board of Directors of the National [Peace Corps](/org/peace-corps) Association.

Maricarmen Smith-Martinez

Andrew is a Content Strategy Lead with 10 years’ experience across the nonprofit and private sectors. Passionate about human-centered design, he currently works with the Small Business Administration to help them achieve their digital goals.
 
Before joining [Bixal](/org/bixal), Andrew led content marketing for a nonprofit financial institution, where he developed marketing campaigns and integrated UX best practices.
 
His diverse career experience includes serving as a [Peace Corps](/org/peace-corps) Volunteer in rural Panama and founding a social enterprise focused on community forestry.

Andrew Parrucci

With more than 20 years of experience in education and instructional systems design, Mary Kay leads [Bixal](/org/bixal)’s large-scale learning projects. She meets clients’ business needs with future-proof solutions that can stand the test of time and technology shifts. By applying design thinking and user experience (UX) strategies, she creates user-centered training and performance support tools, available when and where key audiences need them. Mary Kay has led learning initiatives for professional associations, county and state governments, online universities, and federal government agencies. She earned an undergraduate degree in international studies and Spanish and a master's degree in instructional systems design.

Mary Kay Alegre

Alex brings three years of experience producing digital content for organizations in hospitality, media and nonprofit sectors to [Bixal](/org/bixal). A journalist by trade, he combines his writing skills with a knowledge of SEO and analytics to raise clients’ online profile. Alex is a native of Spain and has led organizations seeking to better interact with Spanish-speaking audiences in the United States. He holds a bachelor’s degree in journalism and a bachelor’s degree in history from the University of Navarra.

The leadership team at Bixal has a history of working in various industries including volunteering, marketing, public health, and more. They have also worked for various companies such as the Peace Corps, Calvert Impact Capital, SunEdison, and Greater Goods. Furthermore, the team is educated with degrees from the University of St. Thomas, the Middlebury Institute of International Studies at Monterey, and Virginia Tech.
